The main obstacle to the supply of Ukrainian sunflower to Bulgaria is the reluctance of the Bulgarian government to allow imports. The government uses all means to block it, which causes disappointment among Ukrainian partners.

Preslav Raykov, trade manager of the Bulgarian oil extraction company Magic Flame, said this in an interview "Bulgarian farmers mistakenly believe that Ukrainian sunflower is harmful to their interests - a Bulgarian trader," writes Kurkul.com.

According to him, the Bulgarian government is reasonably unwilling to continue doing business, citing discrepancies between words and actions, as contracts cannot be fulfilled due to licensing issues.

"Ukrainians would prefer to reorient their sales elsewhere — to Ukrainian SEZs, European markets or send products via alternative routes, but imports to Europe seem too complicated. This deplorable situation persists, despite the industry's appeal to the government in official letters and meetings. However, this import impasse remains unresolved," the trader explained.

He noted that traders do not have clear information.

"For example, when the Bulgarian government claims to be in close contact with the Ukrainian government. But the Ukrainian ministry and parties deny such interaction. They say: "We have emailed them for approval, formal letters have been sent for approval, but no response." This lack of communication is disappointing," said Preslav Raykov.

He added that traders are eager to cooperate and buy in Ukraine, offering competitive prices, perhaps even better than Turkish ones.

"Bulgaria's need for an additional two million tonnes of sunflower seeds on top of its current crop, supplied from various countries including Ukraine, Moldova, Croatia, Serbia and Poland, is urgent. However, when the licensing process begins, the government's interference becomes obvious," the trader said.

As he explained, the government is under pressure from local farmers, who mistakenly believe that the import of Ukrainian seeds harms their interests.

"In fact, Ukrainian imports are often more expensive than local seeds, and their presence does not reduce local prices. On the contrary, when the flow of Ukrainian seeds decreases, prices for refined sunflower oil and meal decrease on the world and European markets, which affects the profitability of Bulgarian farmers," concluded the trade manager.
